The mission of PARS is: "To enhance community wellness by providing prevention, intervention, education, counseling and referrals; and to assist in developing partnerships that empower individuals and communities to increase protective factors and reduce risk factors related to substance abuse, crime and other unhealthy behaviors."
To achieve its mission, PARS provides assistance and support to individuals, families, schools, businesses and the community. The agency is divided into two programs, the Prevention Services Department (which includes Evaluation Services) and Safe Streets.
The Prevention Services Department works to decrease substance abuse and related problem behaviors among youth by supporting communities in using research and evaluation to achieve outcomes-driven goals.
We believe that healthy people are vitally important to the health of our communities. We provide drug and alcohol evaluations to youth and adults referred by schools, courts and several social service agencies. People may also self-refer.

Safe Streets works to create a healthier community by addressing substance abuse and crime through prevention education and citizen empowerment.
